As stated above, this is going to be the setting for 1080p low. However, what is not clear is whether it is for 60 fps or 30 fps. We safely assume, that it is going to be closer to 30 rather than 60, which obviously would require better specifications.

As far as running Cyberpunk 2077 is concerned you don’t need an entire PC. As a matter of fact, all that you need is a graphics card. Coupled with a decent PC, a good graphics card should be more than enough for you to run Cyberpunk 2077 smoothly.
Here I would like to point out that Nvidia’s RTX 30 series GPUs prove to be a great asset when it comes to running Cyberpunk 2077. Now, they are simply outstanding with their superior ray tracing performance along with DLSS.
What I would recommend is RTX 3080. Even though GeForce RTX 3090 is faster than RTX 3080, the price difference is quite steep and this is why I would suggest that you use RTX 3080, which itself is quite fast and should be able to run Cyberpunk 2077 smoothly.
